Back in May, Telephone and Data Systems (TDS) contacted us regarding a cable franchise.  This company started out as a rural telephone company in Wisconsin, and later started acquiring small telephone and cable companies in several states.  They bought Bend Broadband a few years back.  They realized along the way that paying a franchise fee for a cable company is better than a telephone franchise fee.  With that, they insisted that we grant a cable franchise instead of a telephone franchise.  We stuck to our guns, asking them to explain how they met the definition of a cable company (in serving our community).  They couldn’t.  Haven’t heard back from them.

Hello All:  I would love to spend a little time following up from our discussion last time about Wtechlink in Pendleton.  The company is now proposing to provide cable TV services, a clear attempt to avoid paying fees on internet services.  I wonder if this tactic is being used elsewhere; even if it’s not, Nancy Kerns (Pendleton City Attorney) and I would love to pick your brains about possible responses.
