<p class="MsoNormal"><span style="color:#1F497D">Corvallis is similar, we do not have a pole reservation process. Site applications are taken on a first come, first served basis. When an application is approved, they immediately begin to pay the site fee,
regardless of when they build. We have a clause in our agreement that they have to build within one year, or they lose the site. They may ask for an extension, but if there is other interest in the site, we have the option of voiding the site license. So,
in a sense, they have a one year reservation at the lease rate.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#1F497D"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#1F497D">As a side note, we have approved 7 sites in the past year, with no construction activity. The first one issued is coming up against the one year time.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="color:#1F497D">Regarding the issue of multiple incomplete submissions on the same site, Corvallis’ agreement deems an application withdrawn if a resubmitted application that addresses the requested corrections is not received
within 120 days. We haven’t bumped up against it yet, but I believe that we would deny an application submission if they are unable to submit information that meets design standards in that time.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#1F497D"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#1F497D;background:yellow;mso-highlight:yellow">One issue that has come up for us is that when a site is approved, we send the site license to the applicant for approval. They are to return it to us for execution (a
City signature). This is where they take their sweet time, which extends the 1 year. In the future, we will add a shot clock for this part of the process.</span><span style="color:#1F497D"><o:p></o:p></span></p>
