Yes,
A master license is required first, then site licenses can be applied for them under the Master Agreement. Licensee must provide proof of pole owner permission with the site license.

Pam V: In Eugene, for use of City owned poles, companies must sign the Master pole lease agreement prior to any Permits even being submitted.

Maja,
Corvallis is similar, we do not have a pole reservation process. Site applications are taken on a first come, first served basis. When an application is approved, they immediately begin to pay the site fee, regardless of when they build. We have a clause in our agreement that they have to build within one year, or they lose the site. They may ask for an extension, but if there is other interest in the site, we have the option of voiding the site license. So, in a sense, they have a one year reservation at the lease rate.
As a side note, we have approved 7 sites in the past year, with no construction activity. The first one issued is coming up against the one year time.
Regarding the issue of multiple incomplete submissions on the same site, Corvallis’ agreement deems an application withdrawn if a resubmitted application that addresses the requested corrections is not received within 120 days. We haven’t bumped up against it yet, but I believe that we would deny an application submission if they are unable to submit information that meets design standards in that time.
One issue that has come up for us is that when a site is approved, we send the site license to the applicant for approval. They are to return it to us for execution (a City signature). This is where they take their sweet time, which extends the 1 year. In the future, we will add a shot clock for this part of the process.

Maja, I do not see that we in Eugene even ‘reserves’ a pole for any entity--- first approved gets the poles they want. You might ask the PW Staff in particular on the Oregon Chapter listerv or call Brian Siria (on the roster) who handles our ROW city owned poles attachment Permits. Hope this helps! PAM
